Philippine Airlines (PR, Manila Ninoy Aquino International) along with the country's other regional operators are all scrambling to obtain additional slots to Japan following the recent signing of a new bilateral air services agreement (BASA) between the two countries. Under its agreed terms, the BASA provides for unlimited flights between any Philippine destination outside of Manila Ninoy Aquino International and any destination in Japan outside of Tokyo Haneda. The restrictions are necessary owing to congestion at both airports. According to the PhilippineFlightNetwork, Philippine Airlines has applied for 5 new round-trip flights between the Philippines and Japan. The carrier is planning 14 weekly flights between Manila and Haneda beginning in March 2014 as well as an increase to 14 weekly flights between Manila and Tokyo Narita effective October 27. Subsidiary PAL Express (2P, Manila Ninoy Aquino International) is eyeing 14 weekly flights on its Manila-Haneda and Manila-Narita routes along with 7 weekly flights on a planned Cebu-Narita route. Cebu Pacific Air (5J, Manila Ninoy Aquino International) has requested 80 weekly round-trips with plans to launch direct services to Haneda with 7 weekly flights effective February 2014. It has also asked for 14 weekly flights on the Manila-Narita route, also scheduled to launch in February 2014, and 3 weekly flights between Manila and Nagoya Chubu which will commence in June 2014. The carrier is also planning 7 weekly Manila flights each to: Ibaraki, Sapporo Chitose, Okinawa Naha, Hiroshima International and Fukuoka. From its Cebu base, the carrier plans to launch flights to Narita, Osaka Kansai, and Nagoya effective October 2014. Zest Air (Manila Ninoy Aquino International) has requested a total of 32 weekly flights which are listed as 7 weekly flights each from Manila to Narita, Nagoya and Osaka Kansai. Kalibo would also gain direct flights to Japan with 4 weekly flights direct to Osaka and 3 to Nagoya. The carrier also plans 4 weekly flights from Cebu to Osaka. Tigerair Philippines (Angeles City Clark International) has asked for 56 round-trip flights including 7 weekly flights each on routes from Manila to Osaka and from Kalibo to Narita. Angeles City Clark International Airport would also gain direct flights to Japan with 7 weekly non-stop services to Narita and Osaka. The carrier also plans to mount 14 weekly flights between Manila-Narita and Cebu-Narita. The Philippines Civil Aeronautics Board was scheduled to review the various applications on September 24.
