Delta Air Lines (DL, Atlanta Hartsfield Jackson) has objected to the US Department of Transportation review of the use of its Tokyo Haneda slots this winter season. Delta currently only offers a limited number of flights between Seattle Tacoma International and Haneda making use of one of the four daily slots US carriers have available at the airport closest to Tokyo's city centre.

Other carriers including American Airlines (AA, Dallas/Fort Worth) and Hawaiian Airlines (HA, Honolulu) have complained to the DOT that Delta would not use the slots enough but Delta argues that it is "in full compliance" with the conditions of the initial award of the slot pair by the DOT. Delta also argued that both American and United Airlines (UA, Chicago O'Hare) were allowed to not use traffic rights on routes to Brazil without the rights being allocated to other carriers by the DOT in the past.

Japanese and US carriers are allowed four daily flights from Haneda to the US each. ANA - All Nippon Airways (NH, Tokyo Haneda) currently serves Honolulu and Los Angeles International daily while local competitor JAL - Japan Airlines (JL, Tokyo Haneda) serves Honolulu and San Francisco. Hawaiian operates another daily frequency to Honolulu and United operates a second daily flight to San Francisco.

Delta has two slot pairs and uses one for a daily Los Angeles service. It plans to operate daily between Seattle and Haneda again from February 15 to February 21 and then from March 31 onwards. It operates on a daily basis between Tokyo Narita and Seattle year round.
