Spring Airlines (9C, Shanghai Hongqiao) is studying the possibility of opening a commercial pilot training school in Cambodia following talks with the government. In a report by the Khmer Times, the Cambodian State Secretariat of Civil Aviation (SSCA) confirmed that discussions on the matter took place recently between the country's President and Spring Airlines' Chairman but added it was just a proposal at this point.

According to the Cambodian regulator, the country faces a shortage of pilots. Spring Airlines operates a fleet of sixty-three aircraft to destinations across Asia and launched China's first foreign commercial airline venture, Spring Airlines Japan (Tokyo Narita), in 2014.
