Ukraine Air Alliance (UKL, Kyiv Boryspil) has applied to the US Department of Transportation (DOT) for a Foreign Air Carrier Permit (FACP) as well as exemption authority. In its application, the Ukrainian carrier requests permission to operate both scheduled and charter flights between Ukraine and the United States with added points beyond.

The carrier says initially, it expects to operate an An-12 on up to eight monthly ad-hoc flights between the two countries. Flights will commence in spring of next year.

Using a fleet of eight An-12s, Ukraine Air Alliance specializes in cargo and passenger charters throughout Europe as well as to Asia and Africa. It is also planing to add five McDonnell Douglas MD-80 freighters to its fleet at some point in the future.
