Following a tender process, the Estonian Ministry of Economic Affairs and Communications has awarded TransAviaBaltika (KTB, Kaunas International) the Public Services Obligation (PSO) contract to operate regular, subsidized flights from Tallinn Lennart Meri to the islands of Kuressaare and Kärdla.

The Lithuanian ACMI/charter operator will commence 12x weekly flights in early June and its use of either a Jetstream 32 or a Let 410 will depend on the terms negotiated with each island's local government. The contracts will run until May 31, 2019 and will see TransAviaBaltika paid EUR1,980 for each Tallinn-Kuressaare-Tallinn flight and EUR1,520 for each Tallinn-Kärdla-Tallinn flight.

The services were suspended in April after previous operator, Avies (Tallinn Lennart Meri), had its AOC suspended by the Estonian civil aviation authority.
