The US Department of Transportation (DOT) granted Norwegian Air Norway (Oslo Gardermoen) a foreign air carrier permit (FACP) effective January 2, 2019.

Norwegian Air Norway was set up in 2013 and is currently one of three Norway-based Air Operator's Certificates (AOCs) of the Norwegian Group, the other two being umbrella brand Norwegian and Norwegian Long Haul (Oslo Gardermoen). Norwegian Air Norway does not currently operate any flights on behalf of the group nor does it have any aircraft on its AOC.

The carrier filed for an FACP in August 31, 2018, as a part of a restructuring which assumes that Norwegian itself will become a holding company with limited or no operational activities. Norwegian Air Norway will then become " the Group's primary affiliate with a Norwegian AOC". Presumably, it will take over all services to the US operated by Norwegian from its home market.

According to the ch-aviation capacity module, Norwegian currently offers ten B787-8 flights per week between Norway and the US, connecting Oslo Gardermoen with New York JFK, Fort Lauderdale International, Orlando International, and Los Angeles International.
