Aeroflot (SU, Moscow Sheremetyevo) CEO Vitaly Saveliev has asked the Russian government to consider making changes to its current legislation preventing airlines from selling non-refundable tickets on domestic flights in Russia. He has suggested that this would be one of the key reasons why low-cost carriers have been unsucessful in the Russian market so far. Aeroflot has said during a meeting with the government on the topic that it would be planning to set-up a new domestic low-cost carrier within six to twelve months from the date this proposed change in legislation would be implemented.
