New Zealand's government has directed officials to develop a voluntary air passenger rights charter in consultation with airlines, rather than introduce regulation at present. The charter is intended to "provide greater clarity and consistency" for travellers, while regulation remains an option if necessary.

The initiative is among 10 remaining actions in the country's 25-point Aviation Action Plan. Fifteen actions have been completed within a year, including funding for Ohakea as a 24/7 alternative airport for widebody aircraft from mid-2027, support for vulnerable regional routes, pilot training changes, and accelerated civil aviation rule reform.
