Russian start-up Tom Airline (Tomsk) has failed to secure an Air Operator’s Certificate (AOC) with the country’s Federal Air Transport Agency (Rosaviatsia) on its first attempt.

Citing Tom’s Chief Executive Officer (CEO) Alexander Minin, the Russian news agency TASS reports that the start-up will resubmit its license application in the coming days in order to launch operations in 2017. The review process is expected to take three months, with Minin anticipating for services to commence a month later at the earliest.

Tom has a fleet of nine An-24s and An-26s which have been leased to other carriers until the start-up secures its AOC.
