The United States Federal Aviation Administration has issued a notice prohibiting single-pilot operation (SPO) of certain Citation 550 and Citation 560 models, citing widespread non-compliance, safety concerns, and inadequate oversight of training providers. Published on September 28 and effective September 29, the notice covers the Citation, Citation I, Citation S/II, Citation Bravo, Citation V, Citation Ultra, Citation Encore, Citation Encore+, and United States Navy Citation 552 T-47A models. Exemptions held by current operators will be rescinded in a separate action.

SPO exemptions for these models have been granted since 1984. At the time, the FAA found no data indicating a degradation in safety between one- and two-pilot operations. Following a review conducted in 2024, however, it identified numerous instances of non-compliance among exemption holders and found that Part 25 CE-500 aircraft operated single-pilot had approximately twice the accident rate of comparable Part 23 CE-500, 510, and 525 aircraft. The FAA further raised concerns that pilots could continue single-pilot operations without realising that a training provider's exemption had expired or been revoked, resulting in regulatory non-compliance.
