Air China (CA, Beijing Capital) along with China Southern Airlines (CZ, Guangzhou), Hainan Airlines (HU, Haikou) and China Eastern Airlines (MU, Shanghai Hongqiao) are all pushing to establish hubs out of "second tier cities" in China's central and western regions as part of Beijing's policy to invest in those regions where economic growth has lagged. Among the airports that has seen considerable interest is Zhengzhou, in central China's Henan province, which is to become China's first air economic zone, also known as an aerotropolis. Beijing's Economic Observer reports that activity at the airport is picking up with Hainan Airlines' subsidiary West Air (China) (PN, Chongqing) set to begin Fuzhou and Guiyang flights from October 27 while China Southern's Xiamen Airlines (MF, Xiamen) has moved to base an additional B737 there to help bolster its domestic and regional operations with long term plans to base 14 aircraft there. Not to be outdone, China Eastern has signed a strategic cooperation framework agreement with the Henan province provincial government to help in the construction of the Zhengzhou Airport economic comprehensive experimental zone, which will strengthen its routes between Zhengzhou, Shanghai Pudong, Shanghai Hongqiao and Kunming Changshui.
