Tulpar Airlines (1991) (Kazan International) has had its Air Operator's Certificate revoked by Russia's Federal Air Transport Agency (Rosaviatsia). In the wake of a series of surprise inspections, Rosaviatsia said Tulpar's revocation was due to lapses in the airline's certification standards in which various violations regarding working norms, crew rest periods and aircraft maintenance had been discovered. Tulpar had operated several Yak-42s on charter flights and wet-leases on behalf of the UTair (UT, Khanty-Mansiysk) group of airlines, the latter of which expired in 2013.
