Donghai Airlines (DZ, Shenzhen) has obtained approval from the Civil Aviation Administration of China (CAAC) to enter the domestic scheduled passenger market with services to commence as early as February 2014. Su Guoxin, president of Donghai Airlines, says its parent firm, the Donghai Group, has no plans to develop the airline into a Low Cost Carrier and will instead rely on offering a "quality" service. "We have faith in Donghai Airlines' development and we have made a plan to introduce 5 or 6 aircraft every year in the future 2 years and develop a supernormal way by 2020," he told WCARN. A dedicated cargo carrier until now, Donghai submitted its application for a scheduled domestic passenger services licence to CAAC in early December 2013.
