The US Department of Transportation has issued tentative foreign air carrier permits and exemptions to three European business aviation operators planning to operate charters to the United States: Platoon Aviation (PTN, Hamburg), SPARFELL Luxembourg (PGQ), and LUMINAIR (LUA, Hamburg).

Platoon Aviation operates a fleet of twelve Pilatus PC-24s and did not outline any growth plans in its application. SPARFELL Luxembourg has one GVII-G500, and LUMINAIR operates one Citation XLS, two Citation XLS+, and two Falcon 900LX.
