Izhavia has applied to Russia's civil aviation authority (Rosaviatsiya) for a new air operator's certificate (AOC), with the Udmurt regional government expecting a decision in the second half of November 2026. Its previous AOC was annulled effective August 1 following unresolved safety deficiencies.

Separately, Rosaviatsiya has proposed withdrawing Izhavia's outstanding traffic rights for 79 international routes, covering eight countries, as well as its general international charter authorisation. The proposed withdrawals have been referred to the regulator's international traffic rights commission. Izhavia cannot currently operate commercial flights without an AOC.
