Fiji has introduced the draft Civil Aviation Bill 2026 which aims to modernise the safety oversight framework. This comes after a 2019 audit by the International Civil Aviation Organization (ICAO) identified gaps in legal mandates and accident investigation protocols.
The bill will consolidate three existing statutes - the Civil Aviation Act 1976, the Civil Aviation Authority of Fiji Act 1979, and the Civil Aviation Reform Act 1999 - into a single law focused strictly on aviation safety. The reform includes the establishment of an independent Accident Investigation Commission. Public consultations for the bill were conducted in late 2025.
Aviation security will remain governed separately under the Civil Aviation Security Act 1999.
