The Philippine government has ordered reductions in passenger service charges and airport navigation charges at airports operated by the Civil Aviation Authority of the Philippines (CAAP) to ease airline operating costs amid rising jet fuel prices linked to the latest conflict in the Middle East. The directive excludes privately operated airports, including Manila Ninoy Aquino International, Angeles City Clark International, Cebu, and Panglao.
Separately, the Civil Aeronautics Board (CAB) raised the passenger fuel surcharge to Level 8 for April 1 to 15, 2026, up from Level 4 in March. Domestic surcharges will rise to PHP253-PHP787 pesos (USD4-USD13), while international surcharges will increase to PHP835-PHP6,209 (USD14-USD104).
