Hybrid electric aircraft manufacturer Electra.aero (Washington National), the City of Helsinki, and Haaga-Helia University of Applied Sciences have signed a memorandum of understanding to evaluate new options for regional air services across the Gulf of Finland. The collaboration includes a feasibility study into air services between Helsinki and Tallinn using Electra's EL9 Ultra Short aircraft.

Scheduled for completion by the end of 2026, the study will assess passenger demand, potential access-point locations closer to city centres, infrastructure requirements, operating economics, regulatory considerations, and possible public-private partnership models. The parties will also examine the possibility of a future flight demonstration using Electra's EL2 technology demonstrator.
