The government of Rwanda released a RWF7.8 trillion Rwandan franc (USD5.3 billion) budget framework for the 2026-27 fiscal year on May 11, driven by strategic investments in the construction of the new Bugesera International Airport and RwandAir's expansion, among other priorities.
Finance minister Yusuf Murangwa presented the proposal, which represents a RWF844.2 billion (USD577 million) increase from the previous year’s revised budget of RWF6.95 trillion (USD4.75 billion), according to a government statement.
The move comes as Rwanda seeks to sustain a robust economic growth rate, which reached 9.4% in 2025, significantly outperforming the 7% originally projected.
Murangwa noted that the aviation projects are essential to maintaining this momentum despite a "challenging environment" shaped by the war in the Middle East, climate change, and global trade tensions.
The government intends to fund the budget primarily through RWF5.27 trillion (USD3.6 billion) in domestic revenue, with the remainder coming from external grants and loans.
The budget framework paper serves as a medium-term guide for Rwanda’s fiscal policy up to 2028-29, aligning with the National Strategy for Transformation. The full 2026-27 budget is expected to be presented to the parliament in June 2026.
